I find it is rarely possible to mute all six strings at the same time. I instinctively tend to mute the string, I wish to pluck, with the plectrum. As others have mentioned, I think it is a matter of: "it will come, with time and practise".

I have owned a Fender Jaguar, which had a device, a sort of pad under the bridge, which could be engaged to dampen the strings. Do not some bass guitars have the same type of gizmo? Bass guitars excepted, palm muting tends to be only used for short bursts of notes.

(a) Is there a tune in which every note is muted?

(b) Is Wonderful Land the most famous tune on which Shadows fans have to employ this technique?

I recall Les Paul featured palm muting on "How High the Moon".
